Police seize over 2 kilos of marijuana

Prince Albert police made a substantial drug bust yesterday, after answering a disturbance complaint. When officers arrived at a home in the 1000 Block of First St. E., they found a man outside bleeding from the head. Upon entering the home, officers saw firearms in plain sight. The occupants of the house were arrested for firearms offences, and police then conducted a search of the residence. 

The 39-year-old male from Prince Albert, who was not named by police, is charged with 30 counts including numerous weapons charges and possession of marijuana for the purpose of trafficking. The suspect made his first appearance in Prince Albert Provincial Court yesterday and was released on undertaking to appear in court next on Dec. 18, 2017.

Arkansas judge blocks medical marijuana dispensaries in the state

After medical marijuana was approved in the state of Arkansas in early-2017 a judge struck down the idea of letting the businesses sell the plant which grows in the ground naturally. Pulaski County Circuit Judge Wendell Griffen last month ruled that the state’s licensing process for the cultivation facilities violated a 2016 voter-approved constitutional amendment legalizing marijuana for patients with certain medical conditions. To boot, the state made it a stiffer penalty for those who get caught with the plant who do not have a license for medical, making the entire process a sham to enslave and further criminalize.

The term 420 originated at San Rafael High School, in 1971, among a group of about a dozen pot-smoking wiseacres who called themselves the Waldos, who are now pushing 50. The term was shorthand for the time of day the group would meet, at the campus statue of Louis Pasteur, to smoke pot. Intent on developing their own discreet language, they made 420 code for a time to get high, and its use spread among members of an entire generation. So there ya go, someone’s parents out there invented the term 4/20. And remember this: There are NOT 420 chemicals in Weed.

HALIFAX – Canadians appear to have an appetite for marijuana-infused munchies, according to a new survey that found a healthy majority both supported the legalization of recreational pot use but had clear concerns about children’s access to edible products containing cannabis. Just over 45 per cent said they would buy food containing marijuana, with 46 per cent saying they would purchase pot-laced baked goods like brownies and muffins if they were legal. People are willing to accept the legalization of non-medicinal marijuana but … recognize societal risks related to doing so. The aim of the survey, done over four weeks in August, was to gauge Canadians’ perception of recreational marijuana as a food ingredient when it is legalized next July, if they would use it in their diet and, if so, how they would prepare it. 

It found that despite people’s apparent willingness to try edible products, the bulk of survey participants indicated they didn’t know how to cook with marijuana at home and most said they did not consider it a healthy ingredient. Prime Minister Justin Trudeau insists legalizing marijuana will keep pot out of the hands of children and deny criminals the profits of back-alley dealing. Ottawa has said it will not allow the purchase of edible products until it develops regulatory oversight for the goods, including rules on serving sizes and potency, child-resistant packaging requirements and health warnings. Charlebois says that once marijuana becomes legal it will likely be mixed into a variety of products before Ottawa comes up with such measures. We should think about rolling out edibles as soon as possible with clear guidelines for the industry. 

Charlebois cited the example of Colorado, which legalized marijuana in 2012 without regulations over the sale of cannabis-infused edibles. Colorado saw an increase in the number of marijuana-related poisonings, particularly accidental ingestion by children, in the first year of its new regime and eventually ushered in new regulations limiting THC levels in edible items. Still, Charlebois says legalized marijuana could be the next big lucrative trend in the Canadian food industry, with curiosity being the Number 1 reason survey participants cited for wanting to try the goods.

Two new studies released on Monday, April 2, 2018 suggest that legalization of marijuana may reduce the prescribing of opioids. When states with such a law went on to also allow recreational marijuana use by adults, there was an additional drop averaging about 6 per cent. That suggest the medical marijuana laws didn’t reach some people who could benefit from using marijuana instead of opioids, said Hefei Wen of the University of Kentucky in Lexington, one of the study authors. Every year from 2010 through 2015, researchers compared states with a medical marijuana law in effect to those without one. Researchers found that Medicare patients in states with marijuana dispensaries filled prescriptions for about 14 percent fewer daily doses of opioids than those in other states. 

W. David Bradford, an economist at the University of Georgia in Athens who’s an author of the second study, said the results add to other findings that suggest to experts that marijuana is a viable alternative to opioids. For one thing, they don’t reveal whether individual patients actually reduced or avoided using opioids because of the increased access to marijuana. They called for states and the federal government to pay for more studies to clarify the effect of marijuana use on opioid use, saying such research is needed for science to guide policy-making.

Shifting views on marijuana highlight just how differently people of color are impacted by drug laws

Legal marijuana sales exceeded $9 billion in 2017, according to an industry estimate. The Washington Post previously reported that polls show that more than 60 percent of Americans favor legalizing marijuana completely and more than 90 percent are in favor of legal medical use. Sen. Kirsten Gillbrand noted the disparity in how marijuana laws affect people of color, as well as low-income people. A Drug Policy Alliance report showed that arrests for offenses such as possession under the age of 21, public consumption and other still-illegal actions related to marijuana are higher for black people. 

Vox reported that several studies have found that even in places where pot is legal, black people are still more likely to be arrested for marijuana offenses compared to white people. In Colorado, according to a 2016 public safety report, the marijuana arrest rate for whites and Hispanics is comparable, but the marijuana arrest rate for African Americans is almost three times that of whites. The relationship between the disproportionately high incarceration rate of black people and the role race plays in this country’s history with drug decriminalization is likely to continue to be a conversation as Americans revisit U.S. drug laws. How people of color in urban areas have been treated by this country’s drug laws appears to be a lesser concern right now.

Maine House overturns governor’s veto of marijuana bill

The Maine House of Representatives voted overwhelmingly on Wednesday to override Gov. Paul LePage’s veto of a measure to allow the commercial sale of marijuana in the state. The House overrode the veto with a 109-39 vote, according to The Portland Press Herald. The bill now heads to the state Senate, where lawmakers must vote by a two-thirds margin to overturn LePage’s veto. The newspaper previously reported that senators believe they have the support to overturn a veto.

Leftists have set their sights on the latest problematic word in their feverish attempt to rewrite language. The word marijuana is now racist and has been expunged from the Newspeak dictionary. The article goes on to state that despite legalization, high arrests continue to be made in certain areas due to obvious racism. Of course the simple explanation is that more police officers are patrolling black neighborhoods due to high violent crime rates, meaning marijuana users are more likely to be caught in those areas. While no one denies the obvious over-the-top narrative pushed by the government during the reefer-madness era, the notion that marijuana arrests are solely the result of racism is disproven by the facts. 

Twitter users were quick to criticize the story for what they felt was yet another non-issue. You damage your credibility and alienate your readers. Alexhalperin What ever you have been smoking to convince you that this was even remotely a good article, I want some. Quite possibly the stupidest thing I’ve read all day.

Listology

About a week and a half ago, the server which listology lived on suffered a catastrophic failure. Through a perfect storm of circumstances far too lengthy and tedious to explain, I found myself without an easy backup from which to restore, and my hosting provider found themselves unable to restore my site from the weekly server images that they store every week. They continue to work on that problem, however at this point I don’t have an enormous amount of confidence in their ability to succeed, and I have started to explore other options. I do have a copy of the raw database files that Listology ran on, and I am going to attempt to get these up and running. This could serve to be time consuming, and at the same time I am also hunting for a new hosting provider. 

In the meantime, know that I have all your data and lists, and that one way or another we will get them back online. I do not have a timeline, and my work and personal lives are extremely busy right now. And Listology will return as soon as it can.

From growing the perfect crop to marketing within restrictive rules, Canadian colleges and universities are cultivating courses for those wanting to work in the booming marijuana industry. Kwantlen Polytechnic University started offering online courses in cannabis production, marketing and financing about three years ago after officials at the British Columbia school realized there was a need for training and education around medicinal marijuana, said David Purcell, the university’s director of emerging business. About 1,200 people have taken the classes, most of whom are between 25 and 40 years old and were working full-time in another industry, he said. The university isn’t alone in offering marijuana-related courses. Niagara College is working on a certificate in marijuana production and the New Brunswick Community College is already teaching cultivation. 

There’s been a void in the educational marketplace when it comes to training specifically for the burgeoning marijuana market, said Debbie Johnston, dean of the school of continuing education at Durham College in Oshawa, Ont. Durham College recently began offering a two-day course that provides an introduction to all things marijuana. Marijuana companies are looking for professionals, like accountants or business managers, who have industry-specific knowledge, from the terminology and history of the industry to the regulatory framework and basics of cannabis plants, Johnston added. Alison McMahon runs Cannabis at Work, a recruiting agency for marijuana companies, and said completing cannabis courses can help candidates stand out from the crowd. There aren’t a lot of job seekers with cannabis education on their resumes, McMahon noted, but that’s likely to change as both the industry and educational offerings grow. 

Kwantlen and Durham College are both planning to expand the variety of marijuana classes on offer. A course teaching responsible retail sales, safe handling and strain identification will soon be offered through Kwantlen, and the school is also working on a cultivation course that will see students go out and work with cannabis plants at licensed production facilities, Purcell said.

On Thursday, U.S. Sen. Bernie Sanders is signing on as a co-sponsor of the Marijuana Justice Act, introduced last year by Sen. Cory Booker. Boehners endorsement, after saying nine years ago he was unalterably opposed to legalization, could be considered a watershed event: Marijuana has gone mainstream. 

For marketing agencies, marijuana dispensaries and cannabis brands, advertising the pot brings its own hurdles. The states licensing program encourages legal marijuana growers to set up shop where the new jobs are needed most, in perennially poor communities. While marijuana remains a banned substance under federal law, nine states including Washington, Nevada, Oregon and Colorado have legalized consumption and production within their borders. Less than 1% of the states 68,150 marijuana cultivators had obtained licenses as of last month, according to a recent report by the California Growers Association. The policy, which has been federal law since 2014, bars the U.S.

BOSTON – Poison control officials in Massachusetts are gearing up for an expected spike in calls about accidental exposure to marijuana once legal sales of the substance begin on July 1. That expectation is based on the experiences of states that legalized marijuana previously and have years of data on calls to poison control centers. Bhutta said poison control centers in Colorado saw a 108 percent increase in calls related to marijuana exposure for people of all ages between 2012 and 2015. There was a 206 percent increase during the same time period in calls related to marijuana exposure among people eight years old or younger, he said. In Washington, Bhutta said, call volumes increased an average of 58 percent at poison control centers between 2012 and 2015. 

A 2016 study published in the journal JAMA Pediatrics and conducted by a doctor at the University of Colorado Anschutz Medical Campus found that the average rate of marijuana-related visits to the children’s hospital increased from 1.2 incidents per 100,000 children two years prior to marijuana legalization to 2.3 incidents per 100,000 children two years after legalization. Pediatric marijuana cases at regional poison control centers in Colorado increased more than five-fold from nine in 2009 to 47 in 2015, the study found. During that time, Colorado saw an average 34 percent increase in regional poison control cases per year compared to a 19 percent increase in the rest of the United States. Bhutta said marijuana exposure calls to Colorado poison control centers appear to be on the decline since 2015. Colorado, which began legal marijuana sales in 2014, has updated its regulations around packaging and marketing after the first couple of years of legal marijuana revealed issues.

Jeff Sessions announced that he would enforce the existing marijuana laws. While I believe the federal marijuana statutes to be misguided, it is hardly fair to criticize the Attorney General for doing his job. So while many states have taken steps to legalize some form of marijuana usage within their borders, those attempts have been a bit foolhardy because the federal laws ultimately outweigh the state laws. Combining these two reactions paints, what I would label, a negative picture of the future for those in the supply or consumption side of the marijuana industry. My tertiary reaction is that this is the beginning of the end of marijuana criminalization form multiple reasons. The old narrative that marijuana will undermine a person’s drive and productivity has been thoroughly contradicted. Because of this marijuana, I believe, will begin/continue to be treated like many other mind altering substances. Second, the people in the states where marijuana is being used with some degree of legality will demand that their legislators decriminalize it so that they can continue doing what they’re doing. Likewise legalizing marijuana does not undercut laws for other drugs. Therefore marijuana users will be seen as just another subgroup in the mosaic that is American society.

The alliance believes the draft regulations will make marijuana more accessible to underage consumers, contribute to pot’s black market and exacerbate health disparities in economically distressed communities. According to the State House News Service, in a message to its supporters, the alliance urged the state to postpone the opening of retail marijuana outlets pending a thorough review of the commission’s policies. Medical marijuana dispensary owners, many of whom will likely enter the legalized-pot industry, also present valid arguments. They point out that states that allow recreational marijuana limit its sale to brick-and-mortar stores. Legalized pot supporters will say medical marijuana owners want to limit the competition, which is true. Better to delay the opening of pot shops now to avoid future legal roadblocks. Given all these 11th-hour uncertainties, the prudent course should be to postpone recreational pot’s July 1 opening day.

The best-case scenario here is that Kent is clumsily trying to appeal to the roughly one-third of Canadians who have reservations about legalized marijuana. The Conservatives have long taken very weird, hyperbolic positions when it comes to marijuana. In 2015, when the Supreme Court ruled that medical marijuana users could consume pot in ways other than smoking it – thus allowing for oils, teas, consumables, etc. Previous federal regulations only allowed for medical marijuana to be sold dried, meaning that lung cancer sufferers and children with epilepsy, for example, basically had to smoke weed if they wanted medical marijuana relief. In 2015, the Supreme Court struck down the regulation that medical marijuana be sold dried. Which, on the one hand, is fine: if the Conservatives want to double down on social conservatism – at least as it relates to marijuana – all the power to them. The problem is that, with his comments, Kent has presented them as socially conservative without a clue.

As Mainers celebrate legal marijuana, where does new law draw the line?

Marijuana users and some businesses that cater to them cheered the arrival of legal marijuana in Maine on Monday, even as one Portland celebration event had to revamp its plans because of confusion about what is and is not allowed. Portland police informed organizers Monday afternoon that trading and consuming marijuana at the event would be a violation of the law because it is technically a public space. Organizers went ahead with the celebration Monday night after receiving assurances from police that there would be no trouble if marijuana consumption and smoking was banned on the property. The event invitation described the party as a gathering of cannabis industry leaders and advocates who would provide updates on Maine’s medical marijuana program and how to protect it, as well as home cultivating tips from local growers. Event organizers were not providing any edible marijuana products, but Shepard originally said some people attending the party might bring some to share. Sen. Scott Cyrway, R-Benton, said he has introduced a bill that would repeal the state’s new marijuana law. His ultimate goal would be to have the Legislature approve the bill, and have the marijuana law repeal placed on the November 2017 ballot as a referendum question. Maine is now one of eight states, plus Washington, D.C., to allow adults over the age of 21 to use, cultivate, possess and give away marijuana. Garcia said Grow Life was busy Monday with people looking for information about equipment needed to cultivate marijuana at home for personal use, and that the store will be launching a promotional campaign in February geared toward budding marijuana growers. As of Monday, adults over the age of 21 can possess up to 2.5 ounces of marijuana and use it on private property.

Blunt talk from Democrats about legalizing marijuana

Democratic gubernatorial hopeful J.B. Pritzker wants to legalize marijuana as part of his crime-fighting plan, which he unveiled Thursday at the DuSable Museum of African American History. State Sen. Daniel Biss, D-Evanston, is also on board with legalization, while businessman Chris Kennedy has been a bit more careful with his words, saying he supports decriminalizing marijuana but wants to see more studies done to understand the effects of legalizing the drug. Legalization essentially means adults won’t be arrested, fined or otherwise penalized for recreational marijuana use or possession. Rauner’s campaign on Thursday wouldn’t comment on his thoughts on legalizing marijuana. Rauner last year signed a bill that decriminalized the possession of 10 grams or less of marijuana, making it a ticketable offense subject to fines of $100 to $200. State Sen. Heather Steans, D-Chicago, in January introduced legislation that would legalize and tax recreational marijuana – using the money as a new revenue source for the state. It would legalize the possession of up to 28 grams of marijuana and would allow facilities to sell marijuana products. Biss, too, wants to legalize and regulate marijuana, which he says will increase tax revenue, reduce law enforcement costs and bring jobs to the state. Kennedy believes legalizing marijuana should be separated from the issue of using taxes as a revenue stream to fund state government, according to his website. He wants more studies on the impact of legalizing marijuana. In a 2017 study commissioned by Rauner and the Illinois Criminal Justice Information Authority, about 80 percent of police chiefs and county sheriffs responding to the report said marijuana was highly available within their areas.
