Trump Signals Possible Support For Bipartisan Marijuana Legislation

Updated at 1:25 p.m. ET. President Trump is signaling he’s willing to support a move toward the legalization of marijuana, which would be a departure from the position of his attorney general, Jeff Sessions. Gardner is co-sponsoring the legislation with Massachusetts Sen. Elizabeth Warren, a Democrat. 

The bill would amend the federal Controlled Substances Act to allow states and tribes to write their own laws regarding the production, distribution, and possession of marijuana. Attorney General Jeff Sessions has criticized Gardner, whose state was the first to legalize marijuana, for his support for permissive marijuana laws. In April, Gardner said President Trump had promised to support such a proposal, in an apparent break with Sessions. Speaking to Colorado Public Radio on Friday, Sessions said so far Trump has not told him to back off of enforcing marijuana laws. Sessions said he will monitor the situation in Congress while continuing to enforce current federal law. 

In January, Sessions reversed an Obama-era policy that had eased up on federal marijuana enforcement in states like Colorado with permissive laws.

There are many types or strains of marijuana, however they basically fit into two categories; Indica and Sativa. Breeders will often cross strains to change the growing or properties of the original. As a rule of thumb, generally Indicas tend to be shorter, stockier plants with smaller, denser and smellier buds. Indicas also flower much faster than Sativas, usually with a 6-9 week flowering period. Sativa buds will also be less smelly and take longer to flower than Indicas, usually 9-10 weeks.

Al Pacino plays Tony Montana, an ambitious immigrant who takes over the drug cartel in Miami before his greed gets the better of him. An undercover cop trying to track the drug becomes addicted and quickly begins his descent into paranoia and a splitting identity. This movie is pretty easy to get lost in, but well worth the time. When a pothead process server witnesses a murder he finds himself and his dealer are the next targets. Sometimes it’s best to just sit back with some green and chill out. 

When Harold and Kumar get the munchies after smoking they embark upon what turns out to be an epic quest for some burgers. Neil Patrick Harris shows up, and that alone is enough to put this movie on the list.

GB is constantly a film that flies under the radar for reliable stoner comedy and certainly deserves more respect. Next time before watching Harold and Kumar for the 100th time, give the pot-smoking chimpanzee in this movie a chance.

8 TV Shows to Watch High on Netflix

Sometimes there’s just nothing better then packing a bowl, putting your feet up and turning on something awesome to watch while you unwind from your day. This show started out as a podcast and is hosted by comedian/writer Scott Aukerman with band-leader and vocal artist Reggie Watts. It’s like a late night talk show with every episode featuring a guest comedian on the couch. If you haven’t seen Archer yet, now is your chance. A 13-part television series produced in 1978 and presented by Carl Sagan. 

This man was a true visionary who will take you on a journey through the cosmos, with each episode dedicated to a different aspect. Samuel L. Jackson is the voice of the Afro Samurai; who is on a mission to avenge the death of his father. Doctor Who first appeared on BBC television in 1963 and there are episodes still being made to this day. The show aired from 1963-1989 and then started again in 2005. 

An animated show with H. Jon Benjamin voicing as Bob. A truly underrated television series that Netflix actually picked up so they could air their fourth season. Set in Newport Beach, California, the show centers around the dysfunctional, spoiled Bluth family who insist on living extravagant lifestyles despite the fact they are now broke; and the one son trying to keep them together.

CNN’s Gupta apologizes for misleading public on marijuana, but doesn’t say ‘legalize it’

In a long mea culpa and apparently equally long documentary to come on Sunday, CNN’s chief medical correspondent – Doctor Sanjay Gupta – says he was part of misleading the public about the evils of marijuana. What he doesn’t say, at least not overtly, is what the social remedy should be. Gupta responds that he tried cannabis and doesn’t see marijuana as in the same camp as cocaine or alcohol when it comes to addiction but again doesn’t say what the social remedy should be. I didn’t review papers from smaller labs in other countries doing some remarkable research, and I was too dismissive of the loud chorus of legitimate patients whose symptoms improved on cannabis. He doesn’t then say: These are the reasons I would vote yes on pot. 

Another interesting suggestion he makes in the article is that the DEA didn’t have the science to make marijuana out to be such a dreaded drug. I mistakenly believed the Drug Enforcement Agency listed marijuana as a schedule 1 substance because of sound scientific proof. They didn’t have the science to support that claim, and I now know that when it comes to marijuana neither of those things are true. I’ll look for clarification from the good doctor, but I imagine getting an email through to him will take some time.

The show is so popular they’ve appeared on the cover of High Times as well as making a guest appearance on the GGN Network, Snoop Dogg’s internet channel/stoner show! Anyway, the show will just make you laugh you rear end off. This awesome show has been around for years and is loved by everyone.

It seemed as though a slight haze accumulated over nation’s capital after President Obama released his newest presidential proclamation. Effective immediately it is Legal for anyone of any age to recreationally smoke marijuana. Of course this announcement was met with criticism, but the president has presented some additional statements to support his revolutionary decision. The president and his staff have added one clause to this proclamation, 55% of all marijuana will be imported from the drug cartels of Mexico in an effort to solve the overwhelming immigration problems this country faces. Many people see no correlation between marijuana and immigration but it is believed funding of the drug cartel will increase their power in southern countries. 

It is also a well know fact the president is concerned with the nation’s educational system, evident by his No Child Left Behind Initiative. The president has a concern that kindergarten class rooms are often much to rambunctious. To solve this, he plans to introduce marijuana to all public schools in a effort to mellow out these younger students. When the students have achieved a calm sate they will be more open to learning. Along with improvements to the countries educational system and immigration policies, the president anticipates the legal sale of marijuana will boost the economy. 

Rather then shady drug deals, your local drug dealer on the corner can now accept credit cards, personal checks, and EBT cards. This sale will be taxable by both the state and federal government in an effort to reduce the counties debt as we approach the fiscal cliff.

Matt’s Guide to Tuesday Night TV: New and Returning Shows

Continuing a weeklong series of new-season analysis and previews, here’s my take on how I see the new Tuesday lineups playing out. Tuesday in a Nutshell: The no-brainer: CBS will continue to rule with its NCIS-NCIS: LA combo, and the new procedural-with-a-twist Unforgettable should fit right in, possibly putting a dent in ABC’s midseason surprise Body of Proof, which roughly targets the same audience for female-driven crime dramas. Fox should make significant inroads with the younger demos, especially if Glee gets back its groove in this transitional graduation season. The delightful New Girl deserves to break out, and may bolster the fortunes of my favorite comedy from last season, Raising Hope. On NBC, The Biggest Loser provides stability if not much excitement, while Parenthood hopes to hold on to its small but devoted following. 

Watching these guys, including Max Greenfield’s hilariously douchey wannabe ladies’ man, rally to her cause is undeniably sweet. The upside: She’s uncannily perceptive at crime scenes, and we often see her step outside her body to replay events from her mind’s eye. A Returning Favorite: Of tonight’s many season openers, only Fox’s Raising Hope was available for preview, and it’s a treat for anyone who loves a good call-back to classic sitcoms. The baby is older this season, but no less adorable. NCIS: LA picks up season three with the team seeking a wounded Hetty in Romania. 

A new school year begins on Glee, while Sue kicks off her congressional campaign. Comedy Central’s Tosh.0 returns with Daniel doing his thing on the Arizona State University campus.

DA to streamline review of felony marijuana convictions for dismissal

After clearing hundreds of misdemeanor marijuana convictions, District Attorney George Gascon has a new tool that will automate the labor-intensive process for reviewing thousands of felony convictions for possible dismissal. In an announcement Tuesday morning, Gascon said the computer program will automatically determine whether nearly 5,000 felony marijuana convictions in San Francisco are eligible for dismissal or reduced sentencing and, if so, generate paperwork for the District Attorney’s Office to file with the court. Gascon’s office has cleared 428 misdemeanor marijuana convictions since January, when the district attorney began retroactively applying California’s new cannabis legalization laws under Proposition 64 to old cannabis cases. 64 legalized recreational cannabis for adults over the age of 21 and also allowed people convicted of marijuana-related misdemeanors and felonies to petition their cases for dismissal or reduction to a lesser offense. Rather than have individuals petition the court on their own, Gascon directed his office in January to review all 3,038 misdemeanor and 4,390 felony convictions in San Francisco dating back to 1975. As of Monday, the San Francisco Superior Court has granted 428 of the 528 motions to dismiss misdemeanor marijuana convictions that the District Attorney’s Office has filed since January. 

The process for reviewing felony cases is more labor intensive, since prosecutors have to analyze criminal histories to determine whether a case can be dismissed or reduced under state law. The effort is also meant to remedy the disproportionate impacts of the war on drugs on people of color in San Francisco, where researchers have found that black people remain more than twice as likely to be arrested on suspicion of a drug offense than elsewhere in California. A recent study from the Center on Juvenile and Criminal Justice shows that black people were not only 2.4 times more likely to be arrested on a drug offense in San Francisco than in California in 2016, but 10 times more likely to be the subject of a drug arrest in The City than residents of other races. The disparities persisted even as the number of drug arrests in San Francisco plummeted by 92 percent over the last three decades, from 29,200 in 1988-89 to just 2,414 in 2015-16. Code for America plans to partner with three to five other California counties in addition to San Francisco, according to the District Attorney’s Office. 

The group aims to clear 250,000 convictions by 2019.

Since the first statewide medical marijuana laws went into effect in California in 1996, the number of Americans with legal access to what for many is a pleasurable drug has been steadily growing. As a Schedule I drug, under federal law, marijuana is considered to have no medical use, although there are thousands of patient testimonials to the contrary. Today, in states with the most liberal marijuana laws, citizens’ access to the drug now resembles that of the nineteenth and early twentieth centuries, before the first attempts at federal regulation. Changes in federal drug policy during the Nixon administration loosened penalties for some kinds of drug violations, while expanding the powers of law enforcement and reshaping the federal anti-drug agencies to be more directly responsive to White House control. In 1970, Congress passed the Comprehensive Drug Abuse Prevention and Control Act, which placed marijuana in the most restrictive category of drugs having no permissible use in medical practice. 

The scheduling of marijuana was suggested by an Assistant Secretary of Health pending the report from a Commission on Marijuana and Drug Abuse, headed by a former governor of Pennsylvania Raymond Shafer with members appointed by the president, speaker of the House, and the president pro tem of the Senate. As Carter pointed out in a message to Congress in 1977, anti-marijuana laws cause more harm to marijuana users than the drug itself. Ronald Reagan had opposed decriminalization of marijuana as governor of California and, as president, showed no sympathy for drug use or users. Drugs were drugs, albeit federal sentencing guidelines made some drugs much worse. The Drug Abuse Resistance Education program, which brought police into schools to lecture against drugs, was also founded during this period, as were clubs in many schools that enticed pupils to sign anti-drug pledges. 

Concern over drug use appeared to peak in September the following year, when 64 percent of respondents in a New York Times/CBS News poll identified drugs as the single most pressing issue facing the nation, not long after Bush gave an Oval Office speech on the subject. Following the anti-drug campaigns of recent years, it is fascinating to note that today’s liberalization efforts have largely succeeded not by trying to shift attitudes about drugs, but by redefining marijuana as medicine and by focusing on the economic and social costs of the incarceration that has resulted from drug laws.

Marijuana and the movies have had a long, mostly potent relationship. Cannabis has inspired any number of cinematic artists, and it’s important to note how public perception of pot has changed throughout the years, with evolving laws and a recent explosion of smoker-friendly content. Marijuana has been used in an erudite fashion by filmmakers, woven into the narrative like a character in Curtis Hanson’s masterpiece Wonder Boys, the iconic Coen brothers sensation The Big Lebowski, and the underrated Leaves of Grass. Oliver Stone’s entire cannon feels especially indebted to ganja, as does Terry Gilliam’s psychotropic adaptation of Hunter Thompson’s Fear and Loathing in Las Vegas. Self-professed cannabis enthusiast Robert Altman left a misty haze over much of his work, most notably The Long Goodbye, California Split, and M*A*S*H, while his protégé, Paul Thomas Anderson, crafted a pot-infused ode to private eye cinema with Inherent Vice. 

F. Gary Gray’s sly, smart, and hilarious pot comedy Friday still stands as one of the most influential cannabis narratives. The Seth Rogen/Judd Apatow connection has helped to legitimize marijuana to the masses, with box-office hits Pineapple Express and Knocked Up majorly emphasizing marijuana, treating it like a character as much as any of the leading actors. Musical biopic spoof Walk Hard: The Dewey Cox Story has some hilarious moments concerning reefer, the two Neighbors movies nearly give off a contact high, and the meta-comedy This Is The End carried a lit-joint torch of pro-pot components. Let’s not forget Danny McBride getting stoned with some sheep in Your Highness, which shared the skunky whiffs of 80’s cult-classics Krull and The Beastmaster. 

High school comedies have consistently thrown marijuana into the equation, with Amy Heckerling’s Fast Times at Ridgemont High and Richard Linklater’s Dazed and Confused standing as cultural touchstones. Nearly all of Kevin Smith’s films seem to have been born out of a cloud of bong smoke, with the Jay and Silent Bob characters feeling like zeitgeist-tapping creations of cannabis-happy comedy. Greg Araki’s Smiley Face with Anna Faris is one of the more perceptive and giggle-inducing movies to feature a stoner at its center, while Jonathan Levine’s unique 90’s time capsule The Wackness painted a portrait of people’s lives fully dictated by marijuana, and how it can be used both for good and bad. Written by Nick Clement.

Canada legalizes recreational use of Marijuana

Residents of Canada will be able to use marijuana without the worry of law enforcement, as the country’s senate has passed a bill legalizing the recreational use of the drug. Canada becomes the second country to legalize the drug nationwide, following Uruguay in 2013. The country’s Prime Minister Justin Trudeau announced that people will be able to use the drug legally come October 17.It’s been too easy for our kids to get marijuana – and for criminals to reap the profits. Our plan to legalize & regulate marijuana just passed the Senate. According to ABC News, the legislation allows for people over the age of 18 to carry and use up to 30 grams of dried cannabis in public. 

It also allows for residents to cultivate up to four cannabis plants at home, with dried cannabis and cannabis oil set to go on sale later this year.

Corey Feldman charged with marijuana possession in Louisiana

MANGHAM, La. – Police in Louisiana say actor and musician Corey Feldman has been charged with misdemeanor marijuana possession and driving with a suspended license after his tour bus was pulled over for speeding over the weekend. Mangham, Louisiana, police say they pulled over a recreational vehicle driven by Feldman on Saturday and took him to a police station after discovering his license was suspended. Police say an officer at the station smelled marijuana and the drug was found in the RV following a search. Police say Feldman was released after paying a fine. Feldman says on Twitter Sunday he had no marijuana on him and faced a charge only because it was his vehicle. 

He says a member of his crew had medicinal marijuana. The 46-year-old former child actor now tours with his band, Corey Feldman & The Angels.

Canada’s Legislature Votes To Legalize Marijuana; Sales Will Begin In Weeks

Recreational marijuana may soon be legal in Canada, after both the House of Commons and the Senate approved the Cannabis Act. Legal sales are likely to begin before the end of summer after the Senate voted 52-29 Tuesday night to approve the bill, the CBC reports. Those points were echoed by Liberal Prime Minister Justin Trudeau last fall, when he welcomed the news that the bill was making its way to the Senate.

Study: Millions Of Americans Can Buy Marijuana Online, And The Demand Has Never Been Higher

From 2005 to 2017 marijuana shopping searches nearly tripled. A new study, led by San Diego State University Graduate School of Public Health associate research professor John W. Ayers, demonstrates how easy it is for Americans to purchase marijuana online. Searches were also geotagged by state, and the study analyzed search activity in almost every American State. Study co-author, Mark Dredze, told Science Daily the following. 

From 2005 to 2017, marijuana shopping searches in the United States nearly tripled, peaking at 2.4 million searches in June 2017. The search volume was highest in Colorado, Washington, Oregon, and Nevada. The overall annual growth-rate for marijuana shopping searches, researchers found, was significantly positive since 2005, in all studied states, bar Alabama and Mississippi. This, authors assert, suggests a growing demand across the nation. Forty-one percent of all monitored search results linked to retailers selling marijuana. 

Retailers occupied 50 percent of the first page of Google search results. For some searches, all links on the first page of Google were pointing to online marijuana retailers. State and local tax revenue – some of which could be used to fund public health programs – could be negatively impacted.

Chilean Fisherman Finds an “Underwater Field of Marijuana”?

I’m no botanist, but unless a field of marijuana was insulated by a sand bar and within a tent, I highly doubt marijuana could grow underwater because plants need sun to grow. Considering seaweed and other ocean things grow in the water, perhaps weed growing in the bottom of ocean is just as feasible as Finding Nemo. The fisherman is believed to have been fishing for turbot when he caught unidentified vegetation in his net, which was later identified by marine biologists at the Chilean Aquaculture Centre as a strain of cannabis sativa. The strain has been affectionately named ‘Amigo de pescador’ by locals, which roughly translates to Fisherman’s Friend in English. Research suggests that a naturally occurring genetic defect in the plant, coupled with small hydrothermal vents in the proximity and epipelagic location, have created serendipitous growing conditions that you wouldn’t find anywhere in nature and would be difficult to reproduce artificially. 

I have no idea what that means or if it’s really possible, but it sounds cool and scientific. I’m assured by my more familiar peers that the levels of THC aren’t particularly high but the plants do produce female flowers. So unless he hides from the internet, this is likely a fake.

Lawmakers In Illinois Embrace Medical Marijuana As An Opioid Alternative

A painkiller prescription could become a ticket for medical marijuana in Illinois. Lawmakers there passed a bill making anyone with a prescription for opioids eligible for its medical cannabis program. With this move, Illinois joins a growing number of states turning to legal cannabis in the fight against painkiller addiction. The Alternatives to Opioids Act would allow millions of patients to apply for temporary access to the state’s existing medical cannabis pilot program. The bill, which passed on May 31st, is now awaiting Republican Gov. 

Bruce Rauner’s signature. Though the bill has bipartisan support, marijuana advocates have some doubts whether he’ll sign it, given his past opposition to medical cannabis. Lawmakers in several states have taken action to initiate or expand their medical marijuana programs in light of the opioid crisis. Among them, in Georgia Gov. Nathan Deal signed a law adding PTSD and intractable pain to the list of conditions covered in its medical marijuana program in May.

Report: Legal marijuana boosts government revenue

A new report finds that legalizing and taxing marijuana boosts revenue for state and local governments, but not by much. The credit rating agency Moody’s Investor Service says in a study released Tuesday that legalizing recreational use of marijuana brings governments more money than it costs to regulate it. Despite high taxes on the legal sales of the drug, the revenue accounts for a small portion of government budgets. In Colorado, the first state to legalize recreational use, a marijuana tax brings in the equivalent of about 2 percent of the state budget. In Washington state, gross revenue from marijuana legalization equaled 1.2 percent of general fund revenue in the 2015-17 state budget. 

Most of the states that have legalized marijuana earmark the revenue for law enforcement, drug treatment and other specific programs, which doesn’t help the states’ financial flexibility. Moody’s described the revenue effect as minimal on local governments in states with legalized pot. Creating revenue for the state is one argument proponents use for legalization in New Jersey. Gov. Phil Murphy, who supports the effort, is planning on having an additional $60 million in taxes from legalized marijuana in the next fiscal year. 

Twenty-nine states now allow marijuana for either medicinal or recreational uses, and the business is growing quickly. Illegal marijuana sales are estimated at $40 billion. Many employers across the country are quietly taking what once would have been a radical step: They’re dropping marijuana from the drug tests they require of prospective employees.

According to all my friends that use marijuana, there really isn’t anything they do productive unless they show up to class or work high. I have evaluated my friends use of marijuana over the past couple years of my life and the main things they do on this drug is eat, smoke more weed, watch a movie, pass out on the couch after watching a movie.

‘Disjointed’ Review: Kathy Bates’ Weed-Themed Netflix Comedy

You might have seen that Disjointed stars the great Kathy Bates and airs on Netflix, and assumed that it must be innovative in some way. Don’t be fooled: This is basically a lame CBS sitcom dressed up in hip, streaming-service clothing. Disjointed is a generic workplace sitcom that might as well take place at a health-food store, or a chiropractor’s office. Disjointed’s hacky sitcom format is a poor fit for Bates, who looks uncomfortable throughout, even appearing to read her lines off of cue cards at times. I have no doubt Bates could be hilarious and terrific in the right TV comedy. 

Disjointed’s supporting cast is mostly forgettable, because their characters are patched together from sitcom clichés. Across the board, Disjointed is marred by very broad, yell-y acting, with the cast straining to sell woeful jokes that range from tired pothead stereotypes to vulgar double-entendres. With shows like this and Fuller House, Netflix seems to be trying to establish a foothold in the traditional three-camera sitcom game. Disjointed’s failings just underline why the old-fashioned sitcom is a dying art these days. Michael Douglas actually just signed on to star in a new Netflix comedy series produced by Lorre. 

Mike, buddy, save yourself a lot of time and heartache: Watch five minutes of Disjointed to get an idea of what you’re in for and then run for the hills. THE TVLINE BOTTOM LINE: Just say no to Netflix’s Disjointed – a strained, dreadfully unfunny sitcom that squanders the talents of Kathy Bates.

Nearly half of U.S. cancer doctors who responded to a survey say they’ve recently recommended medical marijuana to patients, although most say they don’t know enough about medicinal use. The results reflect how marijuana policy in some states has outpaced research, the study authors said. All 29 states with medical marijuana programs allow doctors to recommend it to cancer patients. Patients want to know what their doctors think about using marijuana. 

In the new study, cancer doctors said their conversations about marijuana were almost always started by patients and their families, not by the doctors themselves. Overall, nearly eight in 10 cancer doctors reported having discussed marijuana with patients or their families, with 46 percent recommending it for pain and other cancer-related problems to at least one patient in the past year. Marijuana is considered an illegal drug by federal officials and federal restrictions have limited research. Last year, the National Academies of Sciences, Engineering and Medicine concluded the lack of scientific information about marijuana poses a risk to public health. There’s evidence marijuana can treat chronic pain in adults and medications similar to marijuana can ease nausea from chemotherapy. 

In the study, 67 percent of cancer doctors said they view marijuana as a useful addition to standard pain therapies, with 75 percent saying it posed less risk of overdose than opioids. About half view marijuana as equal to, or more effective than, standard treatments for cancer-related nausea. Dr. Steven Pergam of Seattle Cancer Care Alliance answers questions about marijuana’s safety from his colleagues at the treatment center.

Decriminalization of Marijuana

Marijuana can have negative health effects when abused but more damage is done to our society by keeping marijuana illegal. More people are thrown in jail each year for possession of marijuana even though marijuana has proven no threat to society; therefore, it should be legal to buy or sell marijuana for recreational use. Hollywood stars are regularly accused of all types of drug use. Some movies such as Comedy Central’s Half Baked or the more classic Up In Smoke even base their plots around drugs for humorous antics. Some of these drugs can be highly addictive such as heroin and cocaine, leading to the hopeless addiction of its users. 

Others are considerably less harmful, less addictive than cigarettes, and do not invoke violent temperaments from its users like alcohol. Marijuana, the tried leaves of the Cannabis plant, is also known as Cannabis Sativa or Cannabis Indica, and I believe that marijuana has been wrongly categorized as a harmful and lethal drug throughout recent history. The city of El Paso moved swiftly and passed a ban on the possession of marijuana in The El Paso Ordinance of 1914. This first law that started it all was intended to be a way for the city to control marijuana; however the law was instead used to control the Mexicans. Most of the Americans were concerned about the rising addictions to opium, heroin, cocaine, and morphine. 

Though marijuana is much less destructive or addictive than those drugs, it was falsely given the same classifications and criminalized as though it were equally as dangerous. Harry Anslinger of the Department…..

NBC speeding up trend of revived comedy series

The network quickly swooped in after Fox dumped it last week, adding it to NBC’s midseason schedule. While the fan outcry was heartening, NBC Entertainment Chairman Robert Greenblatt said Sunday that because of business considerations, the pickup already was in the works. He said he believes it’s a better fit for NBC’s brand of comedy than it ever was for Fox. That’s left network executives scouring old cast lists for shows that can be brought back. SEASON KICKOFF. 

NBC says it will introduce five new dramas and two new comedies next season. It’s the only one of the four biggest broadcast networks with more viewers than last season, although that would not have been the case without the Winter Olympics and Super Bowl. Broadcast television’s schedule week is a whirlwind of star-studded presentations and parties for advertisers, who will use what they see to decide where to buy billions of dollars’ worth of commercial time. Twenty-five years ago, the decisions announced influenced the evening habits of millions more people. In those days, 71 percent of televisions in use during prime time were tuned to either ABC, CBS, NBC or Fox, the Nielsen company said. 

During last season, 40 percent of the TVs were watching those channels, along with other broadcasters like the CW, Univision and Telemundo, Nielsen said. All are products of television veteran Dick Wolf’s production studio. NEW THIS FALL. NBC’s schedule includes three series that will premiere in the fall.

The Top Ten Reasons Marijuana Should Be Legal

The government has tried to use criminal penalties to prevent marijuana use for over 75 years and yet: marijuana is now used by over 25 million people annually, cannabis is currently the largest cash crop in the United States, and marijuana is grown all over the planet. African-Americans account for approximately 13% of the population of the United States and about 13.5% of annual marijuana users blacks also account for 26% of all marijuana arrests. Recent studies have demonstrated that blacks and Hispanics account for the majority of marijuana possession arrests in New York City, primarily for smoking marijuana in public view. Law enforcement has failed to demonstrate that marijuana laws can be enforced fairly without regard to race; far too often minorities are arrested for marijuana use while white/non-Hispanic Americans face a much lower risk of arrest. A regulated, legal market in marijuana would reduce marijuana sales and use among teenagers, as well as reduce their exposure to other drugs in the illegal market. 

Canada and European countries have managed to support legal hemp cultivation without legalizing marijuana, but in the United States opposition to legal marijuana remains the biggest obstacle to development of industrial hemp as a valuable agricultural commodity. It is established scientific fact that marijuana is not toxic to humans; marijuana overdoses are nearly impossible, and marijuana is not nearly as addictive as alcohol or tobacco. Americans use marijuana because they choose to, and one of the reasons for that choice is their personal observation that the drug has a relatively low dependence liability and easy-to-manage side effects. Most marijuana users develop tolerance to many of marijuana’s side effects, and those who do not, choose to stop using the drug. Marijuana use is the result of informed consent in which individuals have decided that the benefits of use outweigh the risks, especially since, for most Americans, the greatest risk of using marijuana is the relatively low risk of arrest. 

Marijuana users are determined to stand up to the injustice of marijuana probation and accomplish legalization, no matter how long or what it takes to succeed. Marijuana will be legalized because marijuana users will continue to fight for it until they succeed.

Oregon Medical & Recreational Marijuana Dispensaries

Oregon is home to rugged coastal beaches, densely canopied forests, ocean-side sand dunes, vast plains, a variety of mountain ranges, and a population of nearly four million. As the first state in the U.S. to decriminalize small amounts of marijuana, Oregon has remained a force of progress when it comes to marijuana reform for the last four decades. Sixteen years later, in 2014, Oregon joined Colorado and Washington in legalizing marijuana recreationally. The state allows cities and jurisdictions to ban marijuana cultivation and sales and, as of March 2017, 73 cities and 16 counties have prohibited licensed marijuana businesses. 

Due to the slow creation of the licensing process for recreational dispensaries, lawmakers in Oregon created an emergency law that allowed medical dispensaries to sell marijuana recreationally beginning October 1st, 2015. Since the Oregon Department of Health oversees the medical marijuana program and the Oregon Liquor Control Commission is in charge of running the recreational program, licensed dispensaries will have to choose which focus they want – medical or recreational – once the rules governing recreational dispensaries have become law. The first recreational-only licensed dispensaries in Oregon opened doors October 1st, 2016, nearly two years from when the measure was passed. Medical patients may possess up to 24 ounces of usable marijuana at any time or the equivalent at any time. In comparison, recreational customers are limited to: One ounce of usable marijuana flower. 

The state requires you to first complete an educational program available for free online, which includes key information about marijuana laws in Oregon, health, and a variety of other industry related topics. As long as marijuana remains a federally illegal substance, employers can still punish an employee – including firing them – for the use of marijuana on or off the job. Under no circumstance does the legalization of recreational marijuana or possessing a valid medical registry card allow an individual to be under the influence while at work.

School officials take marijuana into consideration

Nutter requested for the School Committee to work with the administration and city attorneys on reviewing/developing a policy regarding marijuana screening in employment requirements. The school administration and city solicitor will work on updating the policy, the superintendent said. Received an update on the Lowell High School Building Committee. Request the administration to provide current School Committee copies of the end of year fiscal closing process and request a meeting of the Finance Subcommittee to review or develop written policy by June 6. Request the superintendent to verbally advise the School Committee if we are on schedule to meet all required budget presentation and meetings dates adopted by the School Committee. 

Request the School Committee attorney provide legal opinion if per Roberts Rules and the School Committee Policy Manual a subcommittee chair can call for a meeting without first presenting it as a motion on the meeting floor per mayor’s proposed preference. Request the School Committee work with administration and school/city attorneys reviewing/developing a policy regarding marijuana screening in employment requirements based on changes to state law. Request the superintendent to investigate strategies to increase parent engagement in all schools including our PTO, Citywide Parent Council and School Site Council. Request the city auditor provide the School Committee with a report on all School Department budget and financial issues. Report shall include, but not be limited to, the entering of the FY2018 school budget into the city’s financial system and the school budget’s compliance with all city financial regulations and the city budget. 

Ask the superintendent to request an evaluation of all current useful and/or new equipment that is currently in the high school. Ask the superintendent to ask the city auditor what the percentage of Lowell’s budget went to the School Department before Ed Reform.
