Legalizing Marijuana in Canada | RON JAMES

Is it legal to mail marijuana between states? Here’s what federal and state laws say.

Mailing pot across state lines is an incredibly bad idea, according to Erik Altieri, executive director of the National Organization for the Reform of Marijuana Laws. Under the Controlled Substances Act – which was signed into law by President Richard Nixon in 1970 to regulate the manufacture, possession and use of certain drugs – marijuana is a Schedule 1 drug. Drug trafficking penalties vary depending on the schedule of the drug being trafficked and the amount. For less than 50 kilograms of marijuana, the maximum penalty for the first offense is up to five years in jail and a fine of up to $250,000 for a single individual. For the second offense, the maximum penalty doubles: up to 10 years behind bars and a fine not to exceed $500,000. 

The DEA lists penalties for more serious crimes on its website. These penalties can apply to both sender and recipient. Marijuana is also the most commonly seized drug by postal inspectors. In fiscal year 2014, inspectors seized 39,301 pounds of marijuana. That number dropped to 34,305 in 2015, the first full fiscal year for which medical marijuana was legal in Colorado and Washington.

Jersey City to Decriminalize Marijuana

Marijuana laws in Jersey City go up in smoke as of Thursday, July 19, as Mayor Steven Fulop and Chief Prosecutor Jake Hudnut direct all Jersey City prosecutors to cease prosecuting marijuana possession cases before the municipal courts. Jersey City will be the first in New Jersey to put forward a policy to address decriminalization on a local level, in the hopes of guiding other towns across the state to enact similar changes to outdated marijuana policies. As the state continues to pass around various versions of a marijuana decriminalization program, Jersey City simply took it upon themselves to spark their own effort. According to the City, there are more than 25,000 arrests for marijuana possession each year in New Jersey-and it is estimated that prosecution following these arrests has cost the state well more than $1 billion each decade in policing, court operations, probation, and jailing.

[VIDEO] ‘Disjointed’ Gets Premiere Date

Cough-cough-cough Kathy Bates and Netflix sure know how to celebrate 4/20. The streaming service announced a premiere date for the Emmy-winning actress’ new weed-themed comedy Disjointed on Thursday – aka April 20, the highest of high holidays. The first season will premiere on Friday, August 25, with Bates starring as Ruth, the owner of a L.A. marijuana dispensary. Sitcom guru Chuck Lorre is onboard as a co-creator and executive producer.

MTV’s New Marijuana Comedy No Laughing Matter

Marijuana shops, jail tax idea reviewed at Longmont-Boulder County officials’ dinner

The presence of Boulder County-licensed marijuana establishments in Longmont’s midst, and a proposal to fund a new alternative-sentencing facility and upgrades of the county jail were among the topics discussed when county commissioners and the City Council met over dinner Thursday night. Some council members have expressed concerns about Boulder County permitting retail marijuana sales shops to locate in unincorporated Boulder County enclaves surrounded by, but outside, Longmont’s city limits. There are three such marijuana shops operating now – Green Tree Medicinals, at 12626 N. 107th St.; Native Roots, at 19 S. Sunset St.; and Euflora Recreational Marijuana, at 250 S. Main St. 

Longmont officials are in the process of reviewing 13 applications for the up to four retail marijuana businesses a City Council majority last year agreed could eventually open their doors within the city limits. A review panel’s recommendations are expected to be announced later this summer, but those four would be in addition to the three shops already operating in the unincorporated Boulder County enclaves – along with any others that may get county approval to operate in enclaves or on land at the city’s edge. Commissioner Cindy Domenico noted that Boulder County lost a court challenge of its initial refusal to allow the marijuana dispensary at the South Sunset Street location. Longmont could take steps to annex the entire enclaves where those county-permitted retail marijuana dispensaries are located, either if the current landowners seek such annexations or the city follows forcible-annexation procedures – although city planners have advised that forcible annexations could be a years-long process. Mayor Brian Bagley suggested the county consider revising its land use and zoning codes so that marijuana businesses are not automatically a use by right in those kinds of locations. 

As it stands now, the owners of the marijuana shops in those enclaves and their customers would probably oppose the areas being annexed, Bagley acknowledged, because the stores would have to charge Longmont’s 3.53 percent municipal sales tax and a 3 percent additional sales tax on marijuana purchases. Boulder County now has a 0.985 percent county sales tax that’s charged on marijuana purchases but no special county marijuana sales tax on top of that. Longmont and Boulder County officials at Thursday night’s meeting endorsed having the city and county land use, planning and development staffs meet to study the possibility of amending the county’s Land Use Code and its current use-by-right category for retail marijuana businesses in enclaves surrounded by Boulder County cities and towns – revisions that, if enacted, could probably not be applied retroactively to marijuana stores already operating and complying with the county’s current code. Later during the informal dinner meeting at Longmont’s Fire Station No. 5, the commissioners briefed Longmont council members and the city staff on a proposal they’re considering to ask Boulder County voters in November for a 0.185 percent sales and use tax to pay for building a new facility for offenders assigned to alternative-sentencing programs instead of incarceration, and to pay for improvements to the existing 30-year-old county jail. County commissioners are expected to hold a public hearing and take formal action in August about whether to advance the sales-tax proposal to November’s ballot, and the Longmont City Council may formally declare its support or opposition to the question if the commissioners do present it to voters.

Chalice music & marijuana festival postponed for four months

Issues with Victorville City Council not welcoming the cannabis culture to their city. Chalice Festival’s unwillingness to thrown an event that does not meet our brand’s standards. We bring over 30 million to the areas we throw events. As a culture we should not grace anti-cannabis areas with the positive impact that our events bring. Our main focus is to professionally handle and address the people who have tickets to Chalice, the vendors, the sponsors, the people who make the event what it is. 

Every person who has ever been to one of our events or. In December, we were first in line to be issued a cannabis event promoter license, which gives us the right to throw up to 10 events a year. The law said for each event we need a temporary event license issued by the bureau of cannabis control. The BCC denied my application due to the city of Victorvilles disapproval of cannabis activity in their jurisdiction. We throw our event on compliant state property and are fully entitled to the BCC issuing us our retail sales license for the event. 

While we pursue our state claim, the city of Victorville needs to hear our voices of protest! We have a city council meeting today at 530 in Victorville! Come out and support! Particularly, the legal opinion prevented the city from green-lighting the marijuana-themed art and music event because it conflicted with a city ordinance, in effect since Dec. 7, that forbids most commercial cannabis activity within city limits, Jones said.

Louisville mulls changing city marijuana regulations

Louisville leaders are considering a series of changes to the city’s marijuana regulations. While Louisville City Council members have expressed agreement on issues such as increasing the allowable size of dispensaries from 2,000 square feet to 5,000 and removing the restriction that limits the total number of pot shops to four, they differ on whether to allow grow operations to open up shop in certain industrial areas. Mayor Pro-Tem Jeff Lipton was a vocal supporter of allowing marijuana cultivation when the topic of revamping regulations was raised during a discussion at Tuesday’s council meeting. Councilwoman Ashley Stolzmann and Councilman Dennis Maloney took a similar view of the matter. Some Louisville city leaders remain staunchly against allowing grow operations. 

Muckle questioned the need to change city code as it relates to commercial pot growing. Councilman Jay Keany also spoke out against cultivation, arguing grow operations do not typically provide a huge tax revenue windfall for cities, nor do they add a significant number of jobs to the local economy. Muckle and Keany also opposed any changes to city regulations that would allow dispensaries to open in the downtown area. Louisville officials have instructed city staffers to continue studying issues related to pot regulations and bring forth a draft ordinance at an upcoming council meeting to address cultivation, dispensary size and location, and the number of pot shops permitted.

Cheech Marin

Nationality: United StatesExecutive summary: The stoned half of Cheech and Chong. Marin was a counterculture cut-up who went to college in the 1960s to sidestep the draft, then moved to Canada to escape it. Their 1971 comedy album was beloved by pot-smoking high school and college kids everywhere, and they eventually wrote and starred in such reefer-themed motion pictures as Up In Smoke, Cheech & Chong’s Next Movie, and Still Smokin’. While remaining on good terms, Cheech & Chong stopped performing together in 1985. Sans Chong, Marin wrote, directed, and starred in the deportation comedy Born In East L.A. 

with Paul Rodriguez and Daniel Stern. He then mellowed into a character actor, playing a cop on Nash Bridges with Don Johnson, and chasing Tyne Daly on Judging Amy. He has appeared in supporting roles in films from Spy Kids to Christmas with the Kranks. He also voiced an evil hyena in Disney’s The Lion King. For all the endless warnings from governmental authorities that marijuana will rot your mind, Marin still has his wits about him. 

In 1992, he won the first celebrity tournament on Jeopardy, and in his spare time, he volunteers for the Hispanic Scholarship Fund and serves on the Inner City Arts Council. He is also a collector of Hispanic art, and markets his own hot sauce. In 2004, while Chong was imprisoned for selling bongs, Marin accepted an award on Chong’s behalf from Comedy Central, for Best Comedian Behind Bars.

Seeing Green: Celebrities Selling Marijuana « CBS Chicago

CHICAGO – Recreational marijuana is still against the law in 41 states. A number of celebrities with their own brands to sell are seeing green all the same. Hollywood has long been addicted to a good marijuana joke. Now he’s legit – selling a line of organically-grown cannabis called Chong’s Choice. Chong’s Choice is for sale in six states, and as with any other product, name recognition matters. 

With marijuana sales expected to reach $8-10 billion by the end of this year, and projected to double to $20 billion by 2022, more celebs are investing money and lending their names to get a foothold in this growing market. He says celebrities such as Chong, Willie Nelson, Snoop Dog and even Whoopi Goldberg are helping marijuana go mainstream. Grammy-winning artist Melissa Etheridge is getting in on the act, from the ground up; she calls 47 acres in California’s Santa Cruz Mountains Etheridge Farms. Etheridge says she discovered the healing power of marijuana during painful chemotherapy sessions after she was diagnosed with breast cancer in 2004. For Etheridge, pot isn’t just about getting high; it’s about getting healthy – and, she says, the product grown here will have strict standards. 

There are even edible products, like gingersnap weed cookies and other baked goods. Etheridge Farms is not yet up-and-running, but she hopes that putting the Etheridge name on her products will lead to more people experiencing a higher level of relaxation.

Byron Reese, a 36-year-old entrepreneur from Texas, created the Happy News Web site in response to people telling him they were tired of hearing only negative news. Move over, Amateur Night at the Apollo now New Yorks undiscovered performers are making their debut in a New York City public hospital. A New York Press writer, Matt Taibbi talks about his new book, playing sports in Russia and Mongolia and his travels around the world. Falun Gong demonstrations became a common sight for New York pedestrians this summer as followers of the practice, which originated in China, set up exhibitions in prominent New York City locations. Now Falun Gong has spread to a new locale even closer to home than the village streets: the Kimmel Center at New York University. 

Even on a student budget, you can sample plenty of great New York restaurants if you eat lunch out rather than dinner. Though the bestselling novel The Nanny Diaries focused on New York City parents exploiting their babysitters and forcing them to be surrogate mothers, many New York babysitters enjoy the chance to experience a taste of the high-life.

Comedy, Cancer, and Cannabis: Alan Park’s Wild Ride

By all accounts, things were going well for Alan Park in the mid-2000s. The primetime cable show, which kept tabs on the minutiae of the country’s political and cultural inner workings, saw Park become the regular face of many of the show’s political impersonations, from former Iranian leader Mahmoud Ahmadinejad to the United States’ Donald Rumsfeld, and even Barack Obama. Park would continue working with Air Farce for these specials, although soon, to the dismay of his fans, it appeared as if Park had dropped into near oblivion. As he reveals in Green Crush with Alan Park, the weekly podcast he launched earlier this year, the comedian got some not-so-good news that saw him indefinitely sidelined from the comedy acting and writing gigs he loved dearly. Park’s acerbic wit underscores a fearless attitude perfectly suited to someone who’s twice beat stage-four cancer. 

On Green Crush, the comedian-turned-podcaster talks about cannabis’ cancer-fighting benefits and attacks cannabis myths spread by the government. Where Royal Canadian Air Farce mocked the little details of Canada’s political goings, Park does the same with Canada’s legalization plan and the ballooning costs that law enforcement officials they say they’ll face. A frequent target of Park’s is Ontario Premier Kathleen Wynne, especially since her ministers announced that the province would restrict all forthcoming sales of recreational cannabis to 150 government-run stores and one government-run website. His voice sounds much more gruff than it had on Air Farce, and the acerbic wit he now employs underscores a give-no-fucks attitude that only someone who twice beat stage-four cancer could have. The whole angle Park brings to the show is one of a conspiracy-theorist radio host. 

Now, Park is doing that with cannabis, becoming a sort of Canadian-marijuana Alex Jones. There’s no stopping Alan Park-on every episode of Green Crush he cites some of the science behind the notion that cannabis may treat cancer.

N.J. Lawmakers Introduce Bills To Legalize Marijuana, Expand Medical « CBS New York

NEW BRUNSWICK, N.J. – Under new legislation unveiled Friday, recreational marijuana would be legalized in New Jersey and the state’s medical cannabis program would be expanded. The state is moving toward legalizing the drug under Democratic Gov. Phil Murphy, who while on the campaign trail promised to authorize recreational cannabis, but the Legislature has not moved on the issue beyond hearings and introducing legislation. Democratic Senate President Steve Sweeney and state Sen. Nicholas Scutari announced the new bills just weeks ahead of a June 30 budget deadline that has upped the stakes since Murphy is banking on revenue from legalization to balance his fiscal 2019 spending pan. 

Nine states and the District of Columbia have legalized recreational marijuana. His budget assumes $60 million in new revenues from the pending approval of recreational marijuana. Under the legislation, people 21 and over could possess, buy, use or transport an ounce or less of marijuana. The bill calls for establishing a graduated tax rate on marijuana sales over several years, and calls for tax rates from 10 percent to 25 percent over four years. A previous version of the bill called for escalating the tax rate from 7 percent to 25 percent over five years. 

Another bill expands the state’s medical marijuana program and allows any health-care practitioner permitted to prescribe controlled substances to write prescriptions. President Donald Trump on Friday said he would likely support a federal bill to end the national ban on marijuana. The federal ban that puts marijuana on the same level as LSD and heroin has created a conflict with about 30 states that have legalized pot in some form, creating a two-tiered enforcement system at the state and federal levels. The legislation would ensure states have the right to determine the best approach to marijuana within their borders, but some U.S. restrictions would remain, including sales of non-medical pot to people under 21.

Boston-based company, Native Sun Wellness, expects to come before the Planning Board on July 10 to propose a recreational marijuana cultivation facility on 140 Industrial Road, according to CEO and co-founder Mark Schuparra. He said the company is in the process of purchasing the former furniture manufacturing building, which the company plans to renovate starting Aug. 1 before beginning production in early 2019. After looking at hundreds of possible spaces around the state, Schuparra said they chose this location, because of the existing building and the city’s already sizable experience granting local permits for this relatively new industry. On June 6, the company held a community outreach meeting at the Fitchburg Fire Department Headquarters, but did not receive any feedback from residents, he said. Schuparra said the company is applying to open three retail stores, likely in Hudson and Boston. 

Not including the application from Native Sun Wellness, at least six cultivation facilities and two dispensaries have either opened or received a special permit from the Planning Board. Earlier this year, the company received Planning Board approval to expand operations into the upper floors of its buildings, according to Tom Skwierawski, the city’s executive director of community development. On July 10, the company is expected to request permitting to further expand into an adjacent building, he said.

The WKUK success on the internet and live shows led to an invitation to the 2006 HBO U.S. Comedy Arts Festival in Aspen. Moore played Josh Armstrong on Fox’s comedy television series Breaking In. In recent years, Moore was periodically featured on the The Tonight Show with Jay Leno in recurring segments showcasing pre-taped man-on-the-street style comedy bits which feature pranks on and encounters with an unsuspecting public. Moore has also collaborated in various occasions with Funny or Die and The Comedy Central. 

Since the foundation of the WKUK comedy troupe, Moore and the other members constantly participate in on stage presentations either individually or as a group in different projects. From time to time Moore performs in live shows called the Whatev’r Show along other comedians in NYC and Hollywood. On the first Tuesday of every month from November 6, 2012, when it opened with a special show on the night of the presidential election, through February 2013, Trevor Moore did a talk show and comedy show on stage with fellow comedian Josh Fadem in LA. The show was called The Show Where Trevor Moore Does a Talk Show Thing and Josh Fadem Does Some Other Stuff Too All In One… Plus More.

Police training lags as marijuana legalization looms: documents

The number of police officers trained to recognize and respond to signs of drug impairment on Canada’s roads hasn’t budged much over the last few months, new documents show, a situation that some critics say could prove dangerous once marijuana becomes legal this summer. About 150 of those officers had received their training sometime over the previous 10 months. The overall total includes hundreds of officers from municipal and provincial police forces, along with 196 members of the RCMP. Forty more police officers were scheduled for training by the end of March, the documents state. DRE training is different than the training officers receive to detect if someone is high at the side of the road. 

If a driver is suspected of being under the influence, the officer at the scene can conduct what are known as standardized field sobriety tests. In addition to the 665 DRE-certified officers, about 3,380 officers are now trained in side-of-the-road sobriety testing in Canada, according to the Canadian Association of Chiefs of Police. The total number of front-line police officers serving in Canada, including RCMP, is around 22,000. The association of police chiefs has been flagging the need for additional training for months, including last September during testimony before a House of Commons committee. Even Ottawa has acknowledged that much of the planned training will happen after legalization. 

Like the Ottawa Police Service, have already said they need more guidance and information on training. The documents also shed light on the status of the preparations underway at the Canada Border Services Agency, revealing that 20 CBSA officers have now received training to become instructors in Standardized Field Sobriety Testing. In an intelligence report obtained by Global News in February, the CBSA acknowledged that officers would require additional training in response. In addition to the complexities of training officers to deal with high drivers, there are still lingering questions surrounding what, exactly, constitutes pot impairment.

Nearly half of U.S. cancer doctors who responded to a survey say they’ve recently recommended medical marijuana to patients, although most say they don’t know enough about medicinal use. The results reflect how marijuana policy in some states has outpaced research, the study authors said. All 29 states with medical marijuana programs allow doctors to recommend it to cancer patients. Patients want to know what their doctors think about using marijuana. 

In the new study, cancer doctors said their conversations about marijuana were almost always started by patients and their families, not by the doctors themselves. Overall, nearly eight in 10 cancer doctors reported having discussed marijuana with patients or their families, with 46 percent recommending it for pain and other cancer-related problems to at least one patient in the past year. Marijuana is considered an illegal drug by federal officials and federal restrictions have limited research. Last year, the National Academies of Sciences, Engineering and Medicine concluded the lack of scientific information about marijuana poses a risk to public health. There’s evidence marijuana can treat chronic pain in adults and medications similar to marijuana can ease nausea from chemotherapy. 

In the study, 67 percent of cancer doctors said they view marijuana as a useful addition to standard pain therapies, with 75 percent saying it posed less risk of overdose than opioids. About half view marijuana as equal to, or more effective than, standard treatments for cancer-related nausea. Dr. Steven Pergam of Seattle Cancer Care Alliance answers questions about marijuana’s safety from his colleagues at the treatment center.

Decriminalization of Marijuana

Marijuana can have negative health effects when abused but more damage is done to our society by keeping marijuana illegal. More people are thrown in jail each year for possession of marijuana even though marijuana has proven no threat to society; therefore, it should be legal to buy or sell marijuana for recreational use. Hollywood stars are regularly accused of all types of drug use. Some movies such as Comedy Central’s Half Baked or the more classic Up In Smoke even base their plots around drugs for humorous antics. Some of these drugs can be highly addictive such as heroin and cocaine, leading to the hopeless addiction of its users. 

Others are considerably less harmful, less addictive than cigarettes, and do not invoke violent temperaments from its users like alcohol. Marijuana, the tried leaves of the Cannabis plant, is also known as Cannabis Sativa or Cannabis Indica, and I believe that marijuana has been wrongly categorized as a harmful and lethal drug throughout recent history. The city of El Paso moved swiftly and passed a ban on the possession of marijuana in The El Paso Ordinance of 1914. This first law that started it all was intended to be a way for the city to control marijuana; however the law was instead used to control the Mexicans. Most of the Americans were concerned about the rising addictions to opium, heroin, cocaine, and morphine. 

Though marijuana is much less destructive or addictive than those drugs, it was falsely given the same classifications and criminalized as though it were equally as dangerous. Harry Anslinger of the Department…..

NBC speeding up trend of revived comedy series

The network quickly swooped in after Fox dumped it last week, adding it to NBC’s midseason schedule. While the fan outcry was heartening, NBC Entertainment Chairman Robert Greenblatt said Sunday that because of business considerations, the pickup already was in the works. He said he believes it’s a better fit for NBC’s brand of comedy than it ever was for Fox. That’s left network executives scouring old cast lists for shows that can be brought back. SEASON KICKOFF. 

NBC says it will introduce five new dramas and two new comedies next season. It’s the only one of the four biggest broadcast networks with more viewers than last season, although that would not have been the case without the Winter Olympics and Super Bowl. Broadcast television’s schedule week is a whirlwind of star-studded presentations and parties for advertisers, who will use what they see to decide where to buy billions of dollars’ worth of commercial time. Twenty-five years ago, the decisions announced influenced the evening habits of millions more people. In those days, 71 percent of televisions in use during prime time were tuned to either ABC, CBS, NBC or Fox, the Nielsen company said. 

During last season, 40 percent of the TVs were watching those channels, along with other broadcasters like the CW, Univision and Telemundo, Nielsen said. All are products of television veteran Dick Wolf’s production studio. NEW THIS FALL. NBC’s schedule includes three series that will premiere in the fall.

Dispensaries provide clean marijuana and you can be confident that it wasn’t tainted with anything you wouldn’t want to put in your body. You believe that your doctor will support your decision. Although two of my physicians have not discouraged me from medicating with marijuana, they don’t necessarily support it either.
