Legal Marijuana

A stoner looks at 80: Comedian, marijuana advocate Tommy Chong reflects on his career

LOS ANGELES – Yeah man, Tommy Chong says he always knew he’d live to see the day marijuana legalization would be sweeping the country. Not even in 2003 when Chong was imprisoned for nine months for conspiring to distribute handcrafted artisanal bongs the government declared drug paraphernalia. So much so that when the High Priest of Stoner Comedy turns 80 on Thursday – that’s right, 80 – he expects his Chong’s Choice brand of marijuana, available in legal dispensaries in several states, will be consumed in abundance at the parties his family is planning. Not that he was ever a heavy pot user, Chong says, just a consistent connoisseur. When no other hits followed, Motown dropped the group, and the Canadian-born Chong returned to Vancouver, British Columbia, where he ran a pair of strip clubs with his brother.

Motown had helped Chong obtain a green card, and the two headed to fame and fortune in Los Angeles. On a recent early morning, Chong answers the door for a photo shoot at his longtime home in the hills overlooking L.A.’s wealthy Brentwood section, arriving in gray jeans, sandals and a black T-shirt advertising the name of a Colorado cannabis dispensary he recently visited. As a photographer sets up, Chong polishes off a breakfast of oatmeal topped with sliced banana. Chong, whose father emigrated from China before World War II, mostly identifies culturally as Chinese, although he’s equally proud of his Scotch, Irish and Native American ancestry from his mother’s side. More than just a stoner comedian, he’s been a passionate marijuana advocate for decades.

Before the pair’s bitter 1980s breakup, Cheech and Chong dominated comedy for 15 years. Those efforts generally ended in angry, insult-laden exchanges until 10 years ago when Paris Chong intervened.

Stoner comedy pioneer Tommy Chong still toking, joking at 80

‘The Dope Show’ bringing laughs to Spokane

This combination of comedy and cannabis seems to be the perfect ingredients for The Dope Show, a new monthly event at the Spokane Comedy Club and other entertainment venues in the Northwest. In an email, Smith said each performer has a different reaction so audiences never know what they’re going to get. While the show is built around the marijuana experience, the content isn’t necessarily all weed, all the time. That means, even if you aren’t a cannabis connoisseur, you can still enjoy the Dope Show. The first three Dope Shows this year have had an average attendance of around 200 people.

The good thing about the Dope Show is that you can attend anytime because it’s a different show each time. Smith had the idea for the show shortly after recreational marijuana became legal in Washington. At the time he says he didn’t have much of a following and knew he couldn’t bring in big crowds, so instead he took the opportunity to start The Dope Show and invite other comedians. Along with the Spokane location, he also organizes The Dope Show at the Historic Everett Theatre in Everett and the Tacoma Comedy Club. In Spokane, The Dope Show is sponsored by local 502 retailers and producers including Phat Panda and The Green Nugget.

While state regulations make it illegal to use or bring marijuana on the premises of the Spokane Comedy Club, Smith encourages guests to support and frequent these sponsoring businesses. The Dope Show takes place the last Sunday of each month at 8 p.m. at Spokane Comedy Club, 315 W. Sprague Avenue.

Times Square “Marijuana Man” Arrested For Selling Weed To Iron Man: Gothamist

Marijuana possession has been decriminalized in New York State since the 1970s, provided you’re holding a small amount and keeping it out of sight. The sale of marijuana remains illegal, so it’s still a good idea to be discreet when conducting these transactions. Dani was charged with fifth-degree marijuana possession, a misdemeanor, while Lovell was charged with possession and selling. Their arrests represent a turning point in America’s War on Drugs, and it’s clear that a drug-free New York City is finally within reach.

Comedy Central Picks Up Pot Comedy ‘The High Court’ With Doug Benson

Comedy Central has given the green light to The High Court, a new 15-minute strip series from comedian Doug Benson for premiere in 2017. It features Judge Doug as he gets high and rules on real small claims court cases. The concept is loosely born from Benson and JASH’s popular YouTube show, Getting Doug with High. In The High Court, both parties agree in advance to have the case settled as Judge Doug hears both sides and then retires to his chambers with a guest bailiff to get very stoned and deliberate. Actor and marijuana advocate Benson hosts podcasts, Getting Doug with High and Doug Loves Movies.

The High Court joins a growing list of pot-themed scripted comedy series including HBO’s High Maintenance, Netflix’s upcoming Chuck Lorre sitcom Disjointed, and MTV’s Mary + Jane. Amazon also recently greenlit marijuana-themed comedy pilot Budding Prospects starring Will Sasso. Benson is repped by manager Bruce Smith and attorney Lev Ginsburg.

Up in smoke: Jeff Sessions intensifies crackdown on marijuana sale

Four days after the recreational sale of cannabis became legal in California, Attorney General Jeff Sessions lifted an Obama-era policy that allowed states to legalize marijuana with minimal federal interference. Memos issued by the Department of Justice under President Barack Obama discouraged the enforcement of federal marijuana laws in states that had legalized the drug. Sessions rescinded this guidance in a memo of his own sent to U.S. attorneys. President of Berkeley Patients Group, or BPG, the longest continuously operating medical cannabis dispensary in the country, said BPG has the support of local and state officials.

California lawmakers across the political spectrum spoke out against Sessions’ memo. Comprehensive regulations about the sale of marijuana are expected to come to Berkeley City Council by April, according to Chakko. Anjali Shrivastava covers academics and administration.

Although medical marijuana is legal in New Jersey - the state started issuing medical marijuana identification cards in 2012 - adult patients currently have greater access to the drug than children. One family recently decided to move from New Jersey to Colorado to ensure their daughter would have access to the liquefied marijuana she uses to stave off potentially fatal seizures. Child marijuana patients in New Jersey are technically allowed to access edible marijuana, but marijuana in this form isn’t generally available at New Jersey dispensaries. Gov. Chris Christie recently rejected a bill that would have permitted families in a similar situation to buy marijuana in other states and transport it home to New Jersey.

McCarthy is fun in ‘Life of the Party,’ but comedy too infrequently LOL-funny

The latest comedy vehicle for Melissa McCarthy offers an appealing-enough premise: McCarthy plays a suddenly single woman who goes back to college to complete her degree at the same time her daughter is there for her senior year. It also can be quite charming, thanks also to McCarthy. Too often it’s is plagued by weak writing from McCarthy and husband Ben Falcone, who also directs. Full of emotions, Deanna states that it’s great to be back at Dan’s and her alma mater. After a binge at the bookstore for school-spirit gear, Deanna wakes in her dorm room before classes start.

While her roommate, Leonor, is an odd, live-life-in-the-dark type, Deanna immediately hits it off with her daughter’s sorority sisters Amanda, Debbie and Helen. Deanna also finds a rival in the pretty-and-bratty Jennifer, another weak plot element, this one to generate occasional conflict – and a dance-off at a 1980s-themed party. Speaking of parties, at an earlier bash at a fraternity house, Deanna is given a quick makeover by Maddie in the bathroom, indulges in some binge drinking and spends the night with a young man, Jack. Of course, it makes little sense that the handsome, kind-hearted Jack becomes obsessed with Deanna based on their night of passion. McCarthy and Falcone aren’t really in the business of making sensible plot choices.

As penned by them and performed by McCarthy, Deanna is a very likeable heroine, and her relationship with her daughter is very sweet. Rated: PG-13 for sexual material, drug content and partying.

The 50 Best Movies To Watch High

As a tribute to that activity, the experts at Honest Marijuana have put together a list of the 50 best movies to watch high. Inception is one of those movies that will blow your mind when you’re completely lucid. The Matrix trilogy is great to watch high, not for the quality of the movies, necessarily, but for the sheer wow-factor of the special effects. This movie is so absurd that the only way to truly enjoy it is to watch it high. We don’t have a lot of the stereotypical stoner movies on our list, but Up In Smoke is a must-see for all of you who want to know about weed culture before cannabis was legal. 2001: A Space Odyssey is one of those movies that can really only be understood while you’re high as a kite.

The Fountain is one of those movies that you can only understand when you’re high. This movie is an experience in itself, but it’s even better shared with friends who are all high. Trippy costumes by Jean-Paul Gaultier, crazy space action, and some great lines by Bruce Willis and Chris Tucker make this one of our go-to movies to watch high. Don’t let the trauma of high school dodgeball color your view of this hilarious movie. There’s very little humor in the movie Brazil, but the visuals alone are enough to blow your mind whether you’re sober or high.

We like watching this movie while we’re high because of all the crazy action.

Denver Post: Mutiny Seeks Marijuana Consumption Permit

By JON MURRAY of DENVER POST. For Mutiny Information Cafe on Denver’s South Broadway strip, the city’s recently passed social marijuana use voter initiative could allow for once-a-month Saturday night gatherings that mix vaping, edibles and dancing. Other businesses are considering the possibilities opened up by the successful ballot measure, ranging from one-off events to allowing pot consumption areas on-site daily. The owner of a yoga and spinning studio on East Colfax is mulling the idea of occasional special events that might couple marijuana with meditation or Thai massage. Before The Rhythm Revolution’s Jasmine Anderson decides whether to even seek a new marijuana consumption permit, she – like others whose interest is piqued – wants to see more details about how it will work.

That is the biggest question surrounding Initiative 300, which 53.6 percent of Denver voters approved Nov. 8. The city’s Department of Excise and Licenses has only begun sorting through a multitude of issues – from legal to regulatory to pragmatic – that will determine what the first-of-its-kind marijuana social use permit program looks like.

Why Hollywood And Marijuana Maintain A Stunted Flirtation

We’re four months into legal recreational marijuana in California and we’ve already seen a large ripple effect through the state, including expunging people’s marijuana convictions, exploring marijuana banks and lounges, and celebrities touting its benefits. As a collective, Hollywood hasn’t totally embraced marijuana. Stars remain at a distance from promoting any marijuana product and brand, as stigmas still surround cannabis. Aside from high heavyweights like Snoop Dogg, Willie Nelson and Whoopi Goldberg, who have been in the business of bud for a while, Hollywood has largely stayed away. MedMen is still struggling to sign an A-lister to front its growing national chain of dispensaries, while digital platform 420TV – founded by ex-WME agent Alex Nahai with an MTV DJ Quddus-hosted show and a comedy by former Simpsons animator David Silverman – continues searching for advertisers to sponsor it.

Some believe the movements of cannabis as a luxe product and wellness brand will change opinions in Hollywood. Until that normalization takes hold, it looks like the stars and the leaf won’t be uniting anytime soon.

Nevada 1 of 5 states where gun suicides outnumber roadway deaths – Las Vegas Review-Journal

Nevada is one of five states in which gun suicides outnumber roadway deaths, according to a comparison of the most recently available statistics from the U.S. Centers for Disease Control and Prevention and the National Highway Traffic Safety Administration. In the same time span, gun suicides have risen to all-time highs. While Nevadans kill themselves by methods ranging from jumping from bridges and cliffs to drug overdoses, poisoning and hanging, more than 51 percent of suicides involve the use of a gun, according to the Nevada Office of Suicide Prevention. Nevada is one of 10 states where total gun deaths outnumbered traffic fatalities.

Utah, Oregon, Washington and Alaska, gun suicides outweighed crashes. A combination of depression, gun accessibility and lack of mental health resources were also among the leading suicide factors cited by Dr. Ron Lawrence, founder of the Community Counseling Center of Southern Nevada. Teenage gun suicides accounted for less than 4 percent of the total. Males accounted for 86 percent of gun suicides across all age groups.

As part of an initiative to build awareness for gun suicides, the Department of Suicide Prevention launched a statewide campaign with Nevada gun stores in 2012. The department leaves gun safety and suicide prevention brochures in stores and trains employees to intervene when a customer seems suicidal. The Range 702 and 2nd Amendment Gun Shop are among Las Vegas Valley gun shops participating in the campaign. Egan said a recent gun background check petition drive also could help cut down on suicides.

Canada unveils plans to legalise recreational marijuana

Canada has laid out its plan to legalise the sale of recreational marijuana by June 2018. If it passes, the country will be the largest developed nation to end marijuana prohibition. The law was tabled on Thursday, and would allow adults over 18 to possess up to 30g of dried marijuana. The former police chief had chaired the government’s cannabis task force, which laid out a blueprint for legal recreational pot in Canada. It would allow police to test people’s saliva if they think a driver has been using marijuana.

Canada has some of the highest marijuana use in the world, according to the task force, especially amongst young people. The new framework would make it illegal to market marijuana products to children, or sell to anyone under 18. One thing her organisation has been pushing for is to have the sale of marijuana contained to government-controlled stores that enforce minimum pricing. Mr Goodale advised that, in the meantime, police will enforce existing marijuana laws. Many have been regularly raided by police and two prominent marijuana activists and retailers – Marc and Jodie Emery – were recently arrested and charged with a number of offences including drug trafficking.

Medical marijuana has been legal in Canada since 2001 and is grown by 42 federally licensed producers. The medical marijuana framework would continue to operate under the new legislation, but licensed Canadian producers who grow for the medical marijuana market are already jockeying to enter the lucrative recreational retail sector.

Editorial: Correct call on marijuana

The decision isn’t without controversy, but city council was wise to ban the use of marijuana in public places. When the federal government legalizes cannabis later this summer, Calgarians won’t be able to smoke, vape or eat products made with the substance in public spaces, unless they’re a medical marijuana user. That’s led critics of the decision to complain that people who live in multi-family dwellings may not be able to use the drug. Evan Woolley said when the restriction was being discussed by council. Council is simply treating marijuana like we treat tobacco and liquor.

Presumably, the people who won’t be able to smoke pot in their units, are already prevented from lighting up a cigarette indoors – just as they’re prevented from doing so in parks and other public areas. The ban on using marijuana in public is also justified because of its distinct, skunky smell. Public consumption is prohibited in all nine American states where cannabis is legal, including Colorado, California and Nevada. City council has instructed staff to explore the creation of designated cannabis smoking areas, so there’s still the possibility Calgarians who can’t use the drug indoors will have a place to light up in the future. Medical officer of health Dr.

Brent Friesen made a good point when he said the bylaw should not stigmatize users, but it shouldn’t normalize marijuana use either. The doctor said it is essential not to create an environment where young people see adults smoking and vaping marijuana, thinking that it is the customary thing to do. Council made the right call in banning pot smoking in public.

NY Times find that marijuana arrests are heavily tilted toward blacks, Latinos

Even though marijuana is slowly being decriminalized around the country, in New York City, it’s still illegal and people are still getting arrested and booked by the dozen. More often than not, the people getting locked up tend to be Black and brown. The New York Times has found that while there have been changes in policy on weed, the easiest way to be arrested for marijuana possession is to be either Black or Latino. While this may not be shocking to generations of black and brown people, the number found by The Times bear out a stark reality. It is especially glaring when you look at how the arrest rates for marijuana possession differs depending on the section of New York City.

In Queens, the marijuana arrest rate is more than 10 times as high in the precinct covering Queens Village as it is in precinct that serves Forest Hills. Queens Village just over half black, while Forest Hills has a tiny portion of black residents. In Manhattan, Black people were arrested at 15 times the rate of white people. In Brooklyn, officers in Canarsie, which is 85 percent Black, arrested people at a rate more than four times as high as in the precinct that includes Greenpoint-4 percent Black-despite residents calling to complain about marijuana at the same rate, police data show. Black neighborhoods traditionally have more officers, even as crime in New York City has gone down.

What makes the marijuana arrests and disparities so troubling is that police are legally able to stop and search a person spotted smoking marijuana and check for open warrants, which is speculated to be the real reason for these arrests.

Medical Marijuana, Inc. Continues International Expansion with Distribution in Bermuda – Cannabistical: of or concerning cannabis.

Medical Marijuana, Inc. subsidiary HempMeds® announces partnership with Bermuda pharmacy to sell RSHO CBD products on the island. HempMeds® has partnered with Northshore Pharmacy in Bermuda to sell the company’s flagship Real Scientific Hemp Oil CBD oil products in their store. This partnership will make it easier than ever before for consumers to access CBD products in Bermuda. CBD products are considered a non-prescription product in Bermuda, meaning that customers on the island looking to purchase it do not need to visit a doctor first.

A British Overseas Territory, Bermuda is self-governing, with its own constitution and its own government. The pharmacy is located in the Northshore Medical & Aesthetics Center, which was created to help the people of Bermuda improve their physical, visual, mental, and sexual health with a range of health service offerings by expert physicians and healthcare workers. Because it is part of a larger medical services facility, Northshore Pharmacy receives increased foot traffic, increasing the number of consumers who will encounter RSHO products on the pharmacy’s shelves. The entire Bermuda market consists of a growing population of over 65,000 people. HempMeds®’ entry into the Bermuda market is part of Medical Marijuana, Inc.’s larger international expansion efforts.

As we write this, cannabis-infused soaps, lotions, shampoos, perfumes, and other assorted beautifying potions are piled high all around us. Pro-pot day spas are also helping to advance marijuana’s makeover. The LoDo Massage Studio in Denver and Renu Day Spa in Deerfield, IL, both incorporate cannabis-spiked creams into their most popular body treatments. LoDo’s Mile High Massage elevates a basic Swedish rubdown with a hit of pain-relieving lotion laced with tetrahydrocannabinol and cannabidiol – two of the most potent active chemicals made by the Cannabis sativa plant. Both are known for their analgesic and anti-inflammatory powers – THC, of course, is responsible for weed’s inebriating effects.

To answer everyone’s burning question: No, cannabis creams cannot get you high. Editor-in-chief Elaine D’Farley says the growing support for marijuana legalization and an increased awareness of the potential benefits of cannabis are the driving forces behind this movement. As it stands, Colorado, Alaska, Oregon, Washington state, and Washington, D.C., have green-lit recreational use of pot; 23 states allow some form of medicinal use. With more legalization initiatives on the 2016 ballot, many more states could follow suit later this year. CBD has anxiety-quelling, antibacterial, even cancer-killing properties.

Despite all the buzz, our understanding of cannabis and the ways it can benefit our skin, hair, and senses has been hazy at best…until now. Ahead, we call on dermatologists, cosmetic chemists, perfumers, botanists, even a couple of neuroscientists and psychopharmacology researchers to enlighten us on the age-old ingredient when it comes to makeup, fragrance, skin, and hair care.

Cancer docs feel unprepared, but recommend marijuana anyway – The Denver Post

SEATTLE – Nearly half of U.S. cancer doctors who responded to a survey say they’ve recently recommended medical marijuana to patients, although most say they don’t know enough about medicinal use. The results reflect how marijuana policy in some states has outpaced research, the study authors said. All 29 states with medical marijuana programs allow doctors to recommend it to cancer patients. Patients want to know what their doctors think about using marijuana.

In the new study, cancer doctors said their conversations about marijuana were almost always started by patients and their families, not by the doctors themselves. Overall, nearly eight in 10 cancer doctors reported having discussed marijuana with patients or their families, with 46 percent recommending it for pain and other cancer-related problems to at least one patient in the past year. Marijuana is considered an illegal drug by federal officials and federal restrictions have limited research. Last year, the National Academies of Sciences, Engineering and Medicine concluded the lack of scientific information about marijuana poses a risk to public health. There’s evidence marijuana can treat chronic pain in adults and medications similar to marijuana can ease nausea from chemotherapy.

In the study, 67 percent of cancer doctors said they view marijuana as a useful addition to standard pain therapies, with 75 percent saying it posed less risk of overdose than opioids. About half view marijuana as equal to, or more effective than, standard treatments for cancer-related nausea. Dr. Steven Pergam of Seattle Cancer Care Alliance answers questions about marijuana’s safety from his colleagues at the treatment center.

While still a significant reform, it often doesn’t address prior marijuana convictions and does little to reduce illicit sales. So with legalization in limbo, pro-cannabis lawmakers introduced a bill to expunge the criminal record of anyone with a minor marijuana conviction, which means that for more than 1,000 people, Delaware could clear past minor marijuana convictions from records. Minor marijuana convictions can come with major, long-term consequences. While the future of legal weed there is still unclear, clearing prior marijuana convictions is a major step toward progressive criminal justice reform. Visit the GYO Seedbank Comedy Club and turn that frown upside down with some amazingly giggly marijuana strains!

YG Entertainment released an official statement regarding G-Dragon’s having been caught smoking marijuana. Last July, G-Dragon received investigation by the prosecutor’s office due to suspicion of smoking marijuana. G-Dragon confidently accepted the investigation because he had not smoked marijuana and went through with his schedule as usual. The first reason was because his test result was a weak positive, and the second was that G-Dragon had not deliberately smoked marijuana.

The Chase – Marijuana

Calaveras County, once pot-friendly, bans marijuana

SAN FRANCISCO – A previously pot friendly rural Northern California county has reversed course and banned commercial marijuana farms, paving the way for lawsuits from growers who previously received permits and paid taxes. A newly constituted Calaveras County board of supervisors last week voted 3-2 to ban marijuana, giving some 200 farmers with permits about three months to wind down operations. The vote to ban occurred less than a month after California authorized retail sales of marijuana for recreational use in cities and counties that approve of pot operations within their borders. Calaveras County growers with permits said Wednesday they are planning to sue. Each permit cost $5,000 and the county has collected more than $7 million in taxes from marijuana growers since 2016.

The economically struggling county of 44,000 residents initially embraced legalized marijuana as a way to generate revenue and recover from a devastating 2015 wildfire that displaced hundreds or residents and businesses. The county used some of the marijuana tax to hire additional police and staff. Four new board members were seated this month after winning election in November on campaign promises to ban marijuana. Marijuana has deeply divided financially Calaveras County, the famous setting of a Mark Twain short story located about 150 miles east of San Francisco. Sheriff DiBasilio estimated the county, which is about the size of Rhode Island, has more than 1,000 illegal farms in addition to the 200 licensed farmers and the hundreds more who had their applications pending.

The influx has caused a backlash among residents and led to the ouster of some leaders who approved marijuana cultivation. Ban proponents complained that a sudden influx of new marijuana growers dramatically changed the region’s makeup and damaged the environment.

A medicine derived from the marijuana plant could become the first ever to win approval from the U.S. Food and Drug Administration. What’s more, the drug could be a major breakthrough for children who have severe forms of epilepsy. A panel of 13 federal health advisers unanimously gave the go-ahead to Epidiolex, a drug produced by British company GW Pharmaceuticals. If the FDA takes the recommendation from the advisory panel, Epidiolex would make history as the first cannabis-based prescription drug in the U.S.

with FDA approval. Three different studies of Epidiolex show the drug reduces the number the seizures in children with Lennox-Gastaut syndrome and Dravet syndrome, two forms of childhood epilepsy that are rare and difficult to treat. According to the Associated Press, Sam Vogelstein, a 16-year-old from California, told the FDA panel that he experienced up to 100 seizures everyday before enrolling in a trial of the experimental drug. Epidiolex doesn’t contain THC, the drug in marijuana that alters the mind. The president and CEO of the Epilepsy Foundation, Philip Gattone, who also testified before the FDA advisory panel, said even the chance of the drug’s approval is a sign of hope.

The U.S. Food & Drug Administration Peripheral and Central Nervous Drug Advisory Committee voted unanimously today to recommend the approval of Epidiolex for the treatment of Dravet and Lennox-Gastaut syndromes. The side effects of Epidiolex include diarrhea, vomiting and trouble sleeping. An exact cost of the drug has not been released, but Wall Street analysts predict it could cost $25,000 a year or more. We will know soon if the FDA approves this potentially history-making drug.

Marijuana ‘Crackdown’ Fears Temper amid Law Enforcement Support for Jeff Sessions’ Reversal of Obama’s Guidance

Sessions’ Thursday memo does away with Cole, returning discretion of prosecution to U.S. attorneys, who may enforce federal law as it is written, with marijuana illegal. CNBC added to the tales of woe for state-sanctioned marijuana businesses Monday, claiming Sessions’ decision would further discourage national financial institutions from participating in these emerging pseudo-legal industries. Individual U.S. attorneys still will exercise their independent prosecutorial discretion in the states that have democratically legalized recreational marijuana, and some legal experts are skeptical of any huge shift in priorities.

The Attorney General is not even pressuring these U.S. Attorneys to start a crackdown. Interestingly, the Attorney General strongly hinted that those U.S. Attorneys could exercise that discretion the same way they had under the Obama Administration guidance he just rescinded. As Mikos notes, the chief federal prosecutor for the state with the most developed recreational marijuana industry, Colorado, has already explicitly endorsed this interpretation.

Today the Attorney General rescinded the Cole Memo on marijuana prosecutions, and directed that federal marijuana prosecution decisions be governed by the same principles that have long governed all of our prosecution decisions. The United States Attorney’s Office in Colorado has already been guided by these principles in marijuana prosecutions – focusing in particular on identifying and prosecuting those who create the greatest safety threats to our communities around the state. We will, consistent with the Attorney General’s latest guidance, continue to take this approach in all of our work with our law enforcement partners throughout Colorado. McClatchy’s Kate Irby reported fears from former law enforcement officials that, without the Cole Memo, the Mexican drug cartels would see a boon in marijuana sales and that a wave of new drug violence might result. Until Congress sees fit to make marijuana legal, the Attorney General and law enforcement have an obligation to enforce current law.

The statement notes that the majority of the MCPA’s membership, made up of the chief law enforcement officers of the 57 of the biggest cities in the United States and Canada, continues to generally oppose marijuana legalization, similarly to several other groups.

Northern Michigan University offers marijuana degree: “Not easy at all”

Marijuana seen on the road between the municipalities of Toribio and Caloto in the department of Cauca, Colombia, on March 15, 2016. Northern Michigan University in Marquette began its medical plant chemistry program this semester, with about a dozen students in the first class, the Detroit Free Press reported. Other universities offer classes on marijuana policy and law. Places such as Oaksterdam University, Cannabis College, and Humboldt Cannabis College, all in California; and THC University, the Grow School and Clover Leaf University in Denver offer certificates in a variety of disciplines. Northern Michigan’s program is unique because the university is offering a four-year degree addressing the science and business behind growing marijuana.

Brandon Canfield, an associate chemistry professor at Northern Michigan, said students don’t grow marijuana plants in the program, but instead look to other plants that are traditionally recognized with medicinal value but aren’t illegal to grow. Students learn how to measure and extract the compounds in the plants that can be used for medicinal purposes, then transfer that knowledge to marijuana, which has been used to treat a variety of illnesses, including chronic pain, nausea, seizures and glaucoma. Canfield said he got the idea while attending the American Chemical Society’s annual meeting in San Diego last year. University officials say the program fills a need because 29 states have legalized medical marijuana, including eight states where marijuana is also legal for recreational use. In Michigan, voters in 2008 approved the use of marijuana to treat certain illnesses, but the law has confused many and has led to significant legal disputes, including over how to obtain and store the drug.

The state is developing a new regulatory system aimed at increasing oversight and imposing new taxes on the industry. Applications for licenses will be available on Dec. 15.

Milwaukee County voters might be asked about kinda-sorta legalizing marijuana this November

Thursday morning, in a meeting of the Committee on Judiciary, Safety and General Services, a resolution was unanimously passed that will add an advisory referendum question about marijuana to Milwaukee County ballots this November. Though only an advisory referendum, the resolution represents Milwaukee’s ever-changing views concerning marijuana. Statewide, a 2016 Marquette University Law School Poll found 59 percent of Wisconsin voters believed marijuana should be legalized. A RESOLUTION. providing for an advisory referendum on the November 6, 2018, election ballot to measure public opinion on allowing adults 21 years of age and older to engage in the personal use of marijuana, while also regulating commercial marijuana-related activities, and imposing a tax on the sale of marijuana.

WHEREAS, criminalizing marijuana use has failed to curb its use and more than 100 million Americans say they have used marijuana; and. WHEREAS, the Wisconsin State Legislature has failed to act on legislation to legalize and regulate marijuana and has not allowed hearings on such legislation; and. WHEREAS, Alaska, California, Colorado, Maine, Massachusetts, Nevada, Oregon, and Washington have legalized adult personal use of marijuana and regulate the production, distribution, and sale of marijuana, and Vermont and the District of Columbia have legalized limited personal possession and cultivation of marijuana by adults; and. WHEREAS, legalizing and taxing marijuana could significantly increase state and local revenue; and. WHEREAS, felony second offense marijuana charges are disproportionately issued against African-American males in Milwaukee County, continuing a pattern of racially biased justice system outcomes with lifelong negative impacts on those convicted and on their families; and.

WHEREAS, marijuana prohibition makes product quality control and sales regulation impossible, leaving marijuana sellers free to target children as potential customers and to peddle potentially adulterated products; and. WHEREAS, the lack of a dispute resolution system for disputes in the illicit marijuana trade inevitably leads to violence as disputes arise; now. The County Clerk is hereby directed to call an advisory referendum election to be held in the County at the regularly scheduled election to be held November 6, 2018, for the purpose of submitting to the qualified electors of the county the proposition of whether the State of Wisconsin should legalize and regulate the recreational use of marijuana in Wisconsin.
